The United Kingdom of Great Britain and Northern Ireland (the UK) is a constitutional monarchy with a multiparty, parliamentary form of government. Citizens elect representatives to the House of Commons, the lower chamber of the bicameral Parliament. They last did so in free and fair elections in 2010. Members of the upper chamber, the House of Lords, occupy appointed or hereditary seats. Scotland, Northern Ireland, Wales, and Bermuda each have elected legislative bodies and devolved administrations, with varying degrees of legislative and executive powers. The UK has 14 overseas territories, including Bermuda. Each of the overseas territories has its own constitution while the UK government is responsible for external affairs, security, and defense. Authorities throughout the UK and its territories maintained effective control over the security forces, and they did not commit human rights abuses. During the year there were significant reported incidences of sexual crimes, including the sexual exploitation of children, rape, and domestic violence. Hate crimes, based on factors including race, religion, ethnicity, sexuality, and disability were a serious problem, and both the British Crime Survey and a Northern Ireland Policing Board report suggested such crimes were underreported. There were also reported incidences of child labor and trafficking in persons in the UK and in Anguilla and Montserrat. Other human rights problems included mistreatment of prisoners in the women's and youths' prisons in Northern Ireland, "heavy-handed" tactics by police in round-ups of illegal immigrants, some cases of forced or early marriage, anti-Semitic crimes, discrimination against Travellers (a distinct ethnic group with its own history and culture), different legal age for consensual sex for gays and lesbians in Bermuda, reported deaths in prison, unequal pay for equal work between women and men, and limitations on the right to strike. The government investigated all allegations of official abuses, including by police, and there were no reported cases of impunity.
